That's right that requirement is framed in the constitution. I could not remember where I read it. But with respect to the Budget for the Army it is indeed 'APPROVED" for fiscal requirements for a two period and that is indeed the reason. Budget 'REQUIREMENTS' ARE "PROJECTED" FOR FIVE YEARS BUT APPROVED FOR ONLY TWO. Requirements outside of tat two year frame are classified Confidential to Secret.

Congress's powers are enumerated in U.S. Constitution article 1 section 8

The Congress shall have power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common defence[note 1] and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
To borrow Money on the credit of the United States;

To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;

To establish a uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

To provide for the Punishment of counterfeiting the Securities and current coin of the United States;

To establish Post Offices and post Roads;

To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

To provide and maintain a Navy;

To make Rules for the Government and Regulation of the land and naval Forces;

To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Surely means that congress is to raise and support armies and must fund them at least every two years.

The standing army clause most people refer to is that standing armies can't be lodged in peoples homes except voluntarily or in times of war. The third amendment of the United States Constitution provides that "no Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law."[

I'll go on record then as saying the war powers act has never been enforced. And any unenforcable laws aren't laws. Thus the more non enforceable laws on the books, the more we live in lawlessness mostly state laws and others meant to make people dependent on the federal teat... The constitution though either matters or it doesn't.

Jefferson said the men from 17 to 46 should train regularly to defend the homeland (the real homeland defense), the older should also be armed and stand by just in case needed. Any other such needs like in trippoli was to be a voluntary army. The use of course of a standing army was strongly warned against as a dangerous thing. Friendship and trade with all, allegiance with NONE. Stay out of foreign countries business and wars. The States are going to have to nullify payroll deductions to the IRS/Fed. Reserve and pay the states only for constitutionally performed functions. Of course the National Guard has to be made subject to both the Oath to the constution and it's state to discourage Federal reaction. States need also to protect the militia from use of other than "common law" in order to protect its population. Jefferson nailed it with his "Anti-Federalist" appproach to nullification of Federal Overreach, since the federal government is a creation of a compact between the states and their people. The compact was to CREATE a servant to perform only certian enumerated functions and was never allowed to define itself. The compact could be broken in any area that federal overreach happened WITHOUT consulting with other States.
Encourage State legislators and Governors and A.G.s to wake up, they should be noticing the problem by now.

That is very true, it is a major problem as well as a solution. The State governments officials have been trained in these unconsitutional law systems that are more U.N. and international than the moral and proven common laws commanded in our constitution. States can and should stop the abuse, officials have to have integrety to stand for what will make America strong again. There is a point where hopefully things will tip back toward sanity before we have a very bloody revolution. Otherwise this breakdown in morals will lead to senseless and needless revolution. Our word and our name both are the most important virtue leading to success.

The name of the game is "victomless crimes", and they been perpetrating these unconstitutional crimes for a long time, and have established many precedences. People who do not know, or hate the constitution are the ones that make it possible to enforce these laws. Education is still a must.

Mr Barnes there are nuts in every fruitcake, rotten apples in every barrel, bad eggs in every hen house.... It won't take long for you to figure out what the make up of any given unit is or whether or not your values will fit in with the "group norms." From what I've seen, and believe me I've done some searching, the majority of the folk here have decent heart felt motives for being a part of the militia and WRAM. I've seen WRAM Admins jump on the necks real quick when a member said something off key or out of good character which is not in sync with WRAM values. I've talked with unit commanders of several units in several states who have never refused to answer my questions or offer their help. These are the spearheads of the units. Look to them for their attitude and motivation. Find yourself a unit that suits you and do what you can within the limits of common decency, patriotism, and good sense. For me that means to build a new unit to provide what I see as missing operational parts for units while remaining visible, involved with law enforcement officials and the community . I figure the more they know me the less they fear me and the rest of my brothers waiting and watching at arms. When you get your unit picked go take a peek at Oath Keepers too. You might like it.
