The screen is for keeping people IN while maintaining visibility of the prisoners.
The box on the roof is probably storage for restraints. The bottom boxes should be for tools and maybe tire chains.
The Canadians use these trucks for anything from troop transport to logistical vehicles.
The U.S. Army bought a crap load of them. The main thing is the chassis. How you modify them is up to you. We gave a crap load of these trucks in various configurations to Iraqi Guard and Afghanistan Defense Force. These trucks are used all over the world.
I believe most mass prisoner transports will be screened in school busses like they trans port penitentiary inmates. These trucks would be used to haul prisoners on long trips. Self contained cage in the back would allow for rest stops an only one armed guard while the other "Bulls" are having lunch, raping and pillaging, picking up more dissidents, etc.

Who would get in willingly? Ok, maybe TXTF1 rode in these vehicles once to get from point A to point B. USAR guys are Fire/Rescue crews and they are good at improvising what's availible to them. That does NOT give the trucks an aire of legitimacy! It's who will be loaded into the trucks next that has my concern!!! I'd bet good money those back doors don't open from inside.

Notice it is designed for standing and the back door is solidly barred from "the outside" Sources advise that this picture was taken in NY at Waterveliet. Notice also that there are no decals or serial numbers noticeable.
