Here are some items I've come across for defeating IR. We need to confirm that they will work but how we confirm them, I don't know.

acrylic fabric gillie suit?

Does anyone know if acrylic fabric will work for a gillie suit to avoid thermal imaging?  The over confidence on technology is a weakness.

Space blankets work. The only drawback is they reflect your body heat towards you and depending on where you live (Texas), it could get uncomfortable in a hurry.

For bases bamboo might be just the trick.  The natural air pockets it holds inside acts as insulation, trapping heat in, while presenting a cooler "view" from the outside.  Choose the right species, and manage it correctly and you can build bunkers/perimeters/housing  out of it as well.  did i mention it's a great construction material?

  Just be careful in the managing of it's growth, some species are very aggressive in spreading and will require retaining walls extending 2-3ft below the surface to keep the bamboo growing where you want it(corrugated steel or plastic works fine).

Insulated glass works to keep your home cooler or warmer. Another possibility would be to mask your heat signature with a warmer signature and possibly throw off the person operating the equipment.

Thermal imaging technology was mentioned in the counter tech worklist and thereafter.  I suppose this would include bulletproof glass made of acrylic.  If no acrylic material is available...Heat sources that have similar temperatures to humans might confuse someone who is using this technology if my understanding of how flir works is correct.  Perhaps a hotter heat source could block thermal imaging of a human.

Countering technology may be vital in defeating those police and military forces that chose to side with the new age fascists.  Right now I am thinking about helicopters with heat sensor vision.  Maybee I will have to research this one myself, if I do not find that type of information as I continue to look at whats here in Counter T postings.
