"Foreign Trade Zones" actually are zones around ports of entry (land sea and air, (soon to be spaceports)) where imports and exports are subject to and or axempt from certain special regulations, taxes, duties, processes. etc. We have them , they have them. Everywhere you go and see a customs agent, you're in the zone.
I probably can't explain it completely right but as I am related to a family that imports jewels gems and fine arts mainly from western Pacific countries. They explained to me that when shipments travel through ports of other countries, rather than be forced to pay import and export duties/taxes to that country or every country along the route, and to not clog up the ports,,, well goods are moved, conveyed by business agents through foreign trade zones with mutual agreements making trade more free and easier. so lets say a jade and whalebone chess set is exported from china and travels to Seattle but through Vancouver B.C Canada, no duties are paid to canada's tax collectors and Canada gets the same treatment from the USA. Because of the huge amounts of cargos moving along, the mentioned business agents require space to manage it all. The rules and regulations governing such zones then are very multi culturally complicated and often protected from local biases and state authorities etc.. . I know, complicated huh..
