You need to look up you states constitution and see how you can build your militia. You also should download the national militia standards. (http://www.awrm.org/nms.htm)

Recruit military veterans, EMTs and other skilled people. But most importantly, no secret squirell stuff. You need to be our in the open, openly recruiting and holding some meetings open to the public.
