I have visited your site and read intently. The solution you describe is best illustrated with the current situation in NY state.
There is roughly 20 million people in NY state (including illegals). 8-9 Million of these people live entirely within the confines of New York City! That is nearly half of the entire state population! As such the rest of the state is completely beholden to this one super vote block, often to the detrement of "upstate" counties.
The solution you present is both intrigueing and seemingly viable. Now, about implementing it is another thing...
