SPETSNAZ (or special purpose) troops usually are advanced troops delivered by air with a typical mission of either occupying a strategic location (media broadcast or military communications sites) or conducting recon for choke points, terrain travel areas which would template for the size of the forward advancing unit.

To me, the key words used are "suspicious planes" without descriptions, "what appears to be..." with no reason given for this assumption, and "... what appeared to be duffel bags behind a berm" again, the reason it "appeared to be" duffel bags. Why did the reporter believe they were "Russian military"? Were they speaking in Russian? Why the assumption that "the US could be silently invaded by English speaking Russian troops" Does the reporter know the difference between a BMP4 and BTR90 Does the reporter know how to tell a Russian tank as opposed to a US tank? (hint: the bore evacuator) Numerous questions about this photograph, one of which is how are we sure that it was taken first hand in the area claimed. Anyone in that area recognize the location? All good questions to ensure accurate information.
